What I do
Decides what the placement rule in the control plane cannot decide alone: a criterion the rule does not know (European, cheapest, nearest, most features), a tie, a full account, a move; and writes the reason the customer sees as eu-<country>, never naming the provider.
I start when: a new site or block the rule cannot place, a changed criterion, or a migration proposal
What I never do
