A refused update no longer takes your site offline

Every new version of your site goes through our content check before it goes live. When the check refused a new version, your whole site used to go offline until we looked at it, including the version that was fine. Now we refuse only the new version. The previous one stays online, and a person decides whether anything else needs to happen. Phishing and malware still go offline straight away.
