A paused site keeps its containers stopped

When your site is paused, for example because a direct debit was reversed or you reached your spending cap, its containers now stay stopped until the site runs again. Until now a container that was being created or changed at that moment could start anyway and add usage to your bill. If you change a container while the site is paused, the portal now tells you to resume the site first.
